Course objectives: Understanding the factors which shape the global, national and regional adult education policy and training for participation in educational policy creation on a national and local level.

Course description: Theoretical course: Lifelong education – conceptual frame for development and promotion of adult education; State and adult education; Legislation in adult education – European and national frame; Social partnership in adult education; Institutionalization of social partnership; Reforms of adult education – strategies, mechanisms and instruments. Quality and standardization in adult education. Practical course: Adult education financing; Adult education as a commercial phenomenon; Privatization in adult education; Decentralization in adult education, Strategic planning in adult education; Target groups in adult education.

Learning Outcomes: By the end of the course student: - understands the phenomenon of social partnership in educational policy of adults; - understands the function of the state and labour market in developing and management of adult education; - knows the methods and models of strategic planning in education.
